Create lemon sugar in a food processor. Add dry ingredients; pulse to combine. Incorporate butter and liquids. Shape into a log and refrigerate for 30 minutes.

Divide the log into eight sections. Roll out each section into a 6-inch log. Use a sharp knife or a bench scraper to cut each section into 1.5-inch pieces.
